Yes - this is creepy (but not necessarily unusual) behavior - agree with another commenter that this is about insecurity and attention-seeking/validation. I suspect that those who do this most likely want nothing more than your shocked reaction - they are too scared/insecure to do anything else - still, it' s highly inappropriate and wrong.
