Yes - it pays to associate with people who "have what we want." It also pays to be of service - to attract rather than promote. Being someone who serves, is humble, that can attract great people - so, 1) associate with people who are like the best version of you or the you you want to be and 2) be the best you - show by your actions rather than telling by your words who you are.
