Yeah, earnings don't seem to be capped - there's an infinite pot of readers (well, not infinite, but a pretty big pot) - and you can earn something (even if it is just pennies) from each read (30 secs or more of viewing your piece). Comments and highlights help, too. I think this is just some clunky phrasing.
