True - there is some legal precedent (or even code in some states/locales) about a "first bite free" rule. But after that first bite, there's "notice" that this is a "biting dog." In this case, any injuries caused by the known biter are the responsibility of the owner. And, again, location depending, animal control may seize the dog.
