That's a good question. The US has long held that those convicted of a felony lose certain privileges, including the right to vote and the right to own a firearm. However, it's up to states to determine voting rights restoration. In some cases, it is instant - you complete your sentence, then you get your voting rights back. It seems to me we should be encouraging full civic participation.
