Right - many people don't want to do that work- it is uncomfortable and may mean confronting deeper truths about the partnership - perhaps the relationship was in trouble well before the cheating or perhaps there are underlying issues that will not change - true change takes time and hard work, and that's not for everyone. Plus, sometimes the very act of betrayal is just too much - while you may love the person, the pain of the harm they caused is too much.
