I don't know that I've noticed outsourcing or "quick learning," as it were. I have noticed a lot of just plain bad writing or writing that has a decent message but very poor grammar, syntax, etc. I'd be highly suspect if one of those writers was suddenly churning out Shakespeare-esque prose.
