Agree - it's a situation fraught with problems - can't just tell a landlord one of the people on a lease is just opting out - so, has to be a warning. But reading the law made me think about how complicated things are for victims of domestic abuse. I do think having a path out of a lease, as this law prescribes, is better than being trapped with a financial obligation even if you do find your way out of the place you were renting with your abuser.
