Absolutely - this type of behavior fosters resentment - it confuses (and often angers) those you use it on - it is a weapon. Clear, direct communication is a sign of respect - passive-aggression demonstrates you do not respect the person (which begs the question - why are you associating with them to begin with) - And it always makes things worse, not better.
